The purpose of the site trials is to understand

Purpose 1
the public acceptance on the use of motorised PMDs and PAPCs on cycle tracks
Purpose 2
the interaction between motorised PMDs, PAPCs and bicycles
Purpose 3
the effectiveness of certain safety requirements to be imposed on users of motorised PMDs and PAPCs

Eligible applicants for the site trials shall satisfy the following requirements

Holding a full valid driving licence of motorcycles or private car
02
Declaration to have experience and skill in using the owned nominating EMD device
03
In possession of an Electric Mobility Devices (EMDs) meeting the required specification

Application method

Participants can fill in the following electronic form and submit the required documents (Must log in to your Google account)

  1. Name of participant
  2. Contact number
  3. EMD model that participated in the site trial
  4. Photographs of EMD (with front, left side, right side and back)
  5. The serial number of the EMD
  6. The preferred location, day and time slot for participation (for reference only)

Note: Participants will receive a reply from the organiser to confirm their application within 2 working days after completing the form or submitting via email, and will be notified of the site trial at the end of October or early November.

Notes to Participants
  1. Participants can either choose to participate in the site trials at Science Park or Tseung Kwan O, or participate in both locations.
  2. Bicycle safety helmets are required. In order to explore the interaction between electric mobility devices/pedelecs and bicycles, the organiser will supply safety helmets with mark.
  3. All time slot of site trials is held with a limited quota of participants, if the number of participants exceeds the quota at a certain time, the organiser will arrange the participation time on a draw lots basis. Participants may need to participate in the site trial on an alternate date/time. Participants must accept the final arrangement of the organiser.
  4. After registering and obtaining the admission notice, participants have to attend the briefing session to understand the driving rules, traffic rules, and legal responsibilities that need to be complied. Subject to the specifications of the EMDs which used by the participants, the organiser may require the participants to go to a designated place to conduct an inspection of the EMDs to ensure the EMDs comply with the requirements for participation.
  5. Personal information documents (including personal identification documents, a copy of driving license, address proof issued within the past three months and other required information) are required to apply for a "Movement Permit" and "Third party Liability Insurance" (The cost of insurance is borne and arranged by the organiser). If the required documents are not provided successfully or the information is inaccurate and incomplete, which results in the failure to obtain the approval of the “Movement Permit” and the “Third Party Liability Insurance", the application will be disqualified.
  6. The application fee for "Movement Permit" (HK$820) is required to be paid in advance. Participants will be refunded after completing all site trials.
  7. It is necessary to understand that the EMD used for driving is a motor vehicle. Applicants are required to comply with the requirements applicable to cyclists and motor vehicles under the Road Traffic Ordinance and its subsidiary legislations, as well as the rules and temporary traffic signs and road signs for site trials. If illegal acts are found, the Transport Department and its appointed consultant/organiser staff will issue a warning. For serious violation case, they will be required to leave the venue immediately and be disqualified.
  8. It is illegal to use EMDs on the road outside the designated location and time of the site trial. This rule also applies to situations when going to and leaving the area of the site trials.
  9. No on-site registration and application are provided. It is illegal to use EMDs on the road without a "Movement Permit" or license.
  10. Use of un-licenced EMDs or use of EMDs without Movement Permit is illegal.
  11. Site trial and application/ issuance of Movement Permit for allowing EMDs uses for site trial is an one-off arrangement.
  12. During the on-site of site trial, the organiser will request to check the identity of participants and the EMDs they carry to confirm their eligibility for participation. If the organiser finds any discrepancies, their qualifications may be cancelled.
  13. The Transport Department and its appointed consulting company/organiser can modify the details of the above site trial, participant requirements, EMD requirements and this “Note to Participant”. Participants need to accept the final arrangement of organiser.
  14. Please keep your personal belongings by yourself. The organiser will not be responsible for any damage or loss.
  15. Event arrangements under inclement weather:
    The activity will be cancelled
    1. If any of the following signals is issued and still in force 3 hours before the activity is scheduled to begin:
      • Tropical Cyclone Warning Signal No. 3 or above; or
      • Red/Black Rainstorm Warning Signal
    2. If Tropical Cyclone Warning Signal No. 3 or above or the Red/Black Rainstorm Warning Signal is issued during the activity.
    The activity will continue as scheduled
    1. If any of the following signals is lowered 3 hours before the activity is scheduled to begin
      • Tropical Cyclone Warning Signal No. 8 or above; or
      • Black Rainstorm Warning Signal
